Taking F&F private will take an act of congress, and arguably they should be split up into six or eight entities if this outcome is desired to avoid TBTF.
But keep this in mind: Currently the Fed buys a ton of F&F paper which keeps interest rates down 1/2 to 3/4 of a percent. On top of that F&F paper with it’s government backing lowers rates by another 1/4 to 1/2 percent. Not to mention that F&F doesn’t run away from the market when volatility kicks up. So ask yourself, If I have to sell my mortgage paper into the private market at an interest rate that is .75 to 1.25 per cent higher than it is now, what impact will that have on my business?
