Irrelevant who runs HUD now. The lawsuit has been started. Only the DOJ can quash it now regardless of what HUD says.
The thing that stands out most in your post is the phrase “knowingly improperly submitted”. Is this not another word for “fraud”? It seems that “Margin of error” mistakes should not apply to “Knowingly improperly submitted”.
