I haven't a clue as to what you're talking about Sal. If a small business owner tells me "yes, please let your past clients know that I have a discount going at my shop right now" and I let them know, there is no law broken. Don't over think it man, you're just letting people know where they can find a deal on…. whatever. In just 3 months I had 62 "B2B Partners" who all thought I was awesome, not to mention my past clients loved the deals. Super easy, super fun, great strategy.
No. You aren’t giving them anything. They are offering the discount on their own product or service. You are just offering to market that product or service to your own database. They benefit because they get more touches and you paid for the marketing. All they hear to do is offer a discount, which they know many people won’t even use. You benefit because you are touching your database with something worthwhile and of perceived value. You also benefit because now you can legitimately ask them for a referral and it isn’t a cold call off the street. You’ve already established a relationship with them. In the end, that’s what you want – the referrals. The discount mailer is just the means to that end.

Only if the businesses are an affiliated business partner will they fall under the safe act guidelines.
